Skills to adapt roadmaps & resource allocation in response to incident themes.
The emphasis here is on skills. Skills only come from practice. Either deliberate practice, or by having frequent need to apply the skills.
The other emphasis is that these are skills of a group, not skills of an individual. We already know software is a team sport. Yet it is vanishingly rare to see software organizations actually put time in their schedules for teams to practice together.
